Bhutan Power Corporation Limited (BPC) is pleased to invite sealed bids in two parts (Single Stage Two Envelope System – Technical & Financial) under International Competitive Bidding (ICB) and open to eligible contractors for the supply, construction, testing and commissioning of following works as defined in the bidding document:
PACKAGE – A | Turnkey package for design, supply, construction, testing and
commissioning of 2 x 20 MVA, 66/33 kV indoor GIS substation at Changidaphu in Thimphu (hereinafter referred to as the works).

PACKAGE –B | Turnkey package for design, supply, construction, testing and
commissioning of 2 x 5 MVA, 66/33 kV indoor GIS substation at Damji in Gasa (hereinafter referred to as the works). |
(a) The scope of work in brief includes design, engineering, manufacture, supply, transportation to site, insurance, storage, erection, testing and commissioning of
i. 2 x 20 MVA, 66/33 kV indoor GIS substation at Changidaphu in Thimphu
ii. 2 x 5 MVA, 66/33 indoor GIS substation at Damji in Gasa
The scope of work shall also cover associated survey, soil investigation, civil works, including design & construction of outdoor equipment foundations, gantry structures, cable trenches, earth mat, substation fencing, retaining wall, GIS building, etc. The above said scope of the work is only indicative. For details, please refer to Bidding Documents.
(b) A complete set of Bidding Documents (Both Package A & B) may be purchased by Bidder(s) or their representatives on submission of a written application to the address given below upon payment of non-refundable fee of Nu. 75,000/- (Ngultrum seventy-five thousand only), in cash or in the form of a demand draft in favour of the “Director, Finance, Bhutan Power Corporation Limited, Thimphu, Bhutan”, payable at Bank of Bhutan, Thimphu on all working days between 0900 hours and 1700 hours from June 15, 2017, to July 14, 2017.
BPC shall not be responsible for loss of documents or delay in dispatch through post. Further, the issuance of documents shall not construe automatic qualification of Bidders.
(c) The bidding document may also be downloaded from the BPC’s website at www.bpc.bt. However, the interested bidders shall intimate BPC at the address given below of its intent to bid for the works and arrange to make payments for the bidding documents on or before July 14, 2017. It shall be noted that in case of any discrepancy between the web copy and the hard copy sold by BPC, the provisions of the latter shall govern.
All Bids must be accompanied by the following Bid Security, individually for each package, in the form of Bank Draft or Bank Guarantee in the prescribed proforma given in the Bidding documents:
PACKAGE A – Nu. 8,300,000 (Ngultrum eight million three hundred thousand only) or USD 130,915 (US Dollar one hundred thirty thousand nine hundred fifteen only) at an exchange rate of Nu.63.40/USD
PACKAGE B – Nu. 8,000,000 (Ngultrum eight million only) or USD 126,183 (US Dollar one hundred twenty six thousand one hundred eighty three only) at an exchange rate of Nu.63.40/USD
(d) All prospective bidders will be required to sign the Integrity Pact while purchasing the Bidding Document and must depute authorized official to purchase the bid document along with the application to sign the Integrity Pact.
(e) Sealed Bids complete in all respects may be submitted to General Manager, Transmission Construction Department, Transmission Services, Bhutan Power Corporation Limited, Thimphu up to 1500 hours on August 22, 2017 and the Technical Bids shall be opened on the same day at 1600 hours in the Conference Hall of BPC Head Office, Thimphu, Bhutan in the presence of the Bidders or their authorised representatives who choose to attend.
(f) Before submission of the bid, bidders are required to make themselves fully conversant with the complete bid specifications and also visit the Project Sites so that no ambiguity arises at a later date in this respect. Towards this, a joint site visit for all interested bidders is scheduled on July 17, 2017 for Package B and July 19, 2017 for Package A, and following the site visit, a pre-bid meeting on July 20, 2017 will be held at Thimphu, Bhutan.
(g) BPC reserves the right to accept or reject the Bids without assigning any reason.
