The Contract for “Implementation of Synchronized Phasor Measurement System” was signed between Bhutan Power Corporation Ltd. and M/s Schweitzer Engineering Laboratories Pvt. Ltd. India on November 29, 2016 at a contract value of Nu 11,415,200.00 (Ngultrum Eleven Million Four hundred fifteen Thousand and Two hundred only). The duration of the Contract is 6 months.

The Project covers design, supply, testing and commissioning of the basic building blocks of Wide Area Monitoring System (WAMS) technology such as Phasor Measurement Unit (PMU), Global Positioning System (GPS), Phasor Data Concentrator (PDC) and Historian. The PMUs along with GPS will be installed at various stations after studying the optimal locations in the system.

With this technology, the angular separation between the adjacent nodes, frequency and rate of change of frequency at every 20 – 100 milliseconds interval can be measured and viewed. Thus, the transient / dynamic behavior of the power system can be observed in near real-time besides having a wide-area visibility of the power system network.

The following distinct advantages can be reaped using the WAMS to understand the dynamic behavior of the transmission grid:

  • Increase security in Grid operation;
  • Enable efficient calibration of measuring equipment;
  • Facilitate to estimate transmission capability in a more realistic way thereby bringing efficiency in operation as well as economy in cost of power supply;
  • Facilitate integration of large quantum of intermittent and variable renewable generation into the grid;
  • Enables synchronous measurement of real time grid parameters across the widely spread grid with low latency in data transfer to control centers which would be very effective in reliable, secure and economical grid operation;
  • Further the WAMS Data can be used for efficient Power System Planning.
